Flash floods in Texas have killed nearly 90 people, many of them children. Heavy rains fell quickly in the predawn hours Friday in the Texas Hill Country, causing the Guadalupe River to rise 26 feet in just 45 minutes.

A shooter opened fired at a Border Patrol facility in McAllen, Texas, on Monday morning, a Department of Homeland Security spokesperson said.

The city's police chief said the suspect has been "tentatively" identified as Ryan Louis Mosqueda of Michigan. A motive is not clear at this time.

Two officers and one Border Patrol employee were injured, including one shot in the knee, a federal spokesperson told USA TODAY. The gunman died.
